Workshop on social science begins at RGU

RONO HILL, Oct 24: Inaugurating the two-day workshop on Qualitative Research Methods in Social Sciences, organized by the Arunachal Institute of Tribal Studies (AITS) today in the Conference Hall of Rajiv Gandhi University, eminent sociologist, Prof Yogesh Atal argued that there is a need for social sciences to rethink the meaning of Tribe. He stated that there is a ‘definitional’ crisis regarding Tribes. The traditional definition and understanding of Tribes by the social sciences have undergone tremendous changes and in order to study them we have to incorporate the changes.

Tribe as a homogeneous entity is a political reality but not a social reality. An artificial unity has been imposed on the tribes, he continued. This is hazardous and can have negative implications. In this regard, the tribal study institutions have a higher responsibility of studying the present profile of tribes as they are dynamic in its methodological approach and do not draw strict disciplinary boundaries.

Prof. Tamo Mibang, Vice Chancellor, RGU also alerted on the problem of quality in academic research works. He argued that in the last decade there had been a rise in academic degrees but this has not resulted in any substantial contribution to the existing body of knowledge. He also appealed to the novice researchers to give importance to research ethics and sincerely contribute to the development of society through quality research work.

Dr Jumyir Basar, Coordinator of the workshop, while introducing the workshop, highlighted the purpose and relevance of qualitative research methods in social science, especially in the holistic understanding of society not yet quantified in their daily aspect of life. Learned faculty members of various disciplines and research scholars were also present in the workshop.

Political defection in Arunachal

Kaling Jerang

The naked and shameless defection of Arunachal legislators from one party to another have always been meekly and indifferently observed by the citizens of the state as routine political affair. These acts of floor crossing by the legislators have never even been debated among the intellectuals of the state because of the attitude of indifference towards stinking political culture. However, better late than never and today the time finally seems to have arrived when the history of political defection in Arunachal’s political history will be permanently ended.

In this connection, it is for every one of us to know that the political defections in our state have been unquestionably taking place in the name of ‘merger’. But for the merger to be constitutionally valid under the Xth Schedule of the Indian Constitution, the call for merger of the original political party into another party has to be made by the President of the political party followed by the fulfillment of the criteria of requisite minimum two-third legislators.

Say for example, in the case of the merger of NCP, it should mean the merger of NCP into another party not only in one state but should mean merger of NCP units in all the states of the country wherever NCP has its presence along with the national and state executive members, legislators and parliamentarians backed by a call for merger by its National President, i.e. Sharad Pawar.  With these provisions clearly laid down in the Xth Schedule of the Constitution pertaining to the Anti Defection Law, the political defection of NCP, TMC and PPA legislators of Arunachal Pradesh into Congress-I is clearly a hotly debatable issue for everyone to discover and finally conclude that defections in no case can happen unless it is a valid merger. These legislators defected into Congress-I fulfilling just the minimum ‘two-thirds members criteria’ while ignoring, may be out of ignorance, the first and the main criteria, i.e. the call for merger of the original political party into another by the respective presidents at the national level. For the merger of PPA into Congress-I, the call for merger of the party along with its state executive members and its elected legislators had to be initiated by the then Party President Kamen Ringu. But sadly and surprisingly, all the constitutional codal formalities were simply ignored and the mergers were confidentially and hurriedly executed overnight.

Kahfa Bengia, currently the President of Working Committee, PPA has submitted a petition to the Court of the Speaker, Arunachal Pradesh Legislative Assembly seeking for disqualification of defected NCP legislators. This bold step is a wakeup call to all the concerned citizens of the state who either has gone into deep slumber out of despair and helplessness owing to the complete failure of the state mechanism or because of the ignorance of the constitutional laws pertaining to Anti-Defection laws. This may be treated as a final call for uprooting the genesis of corruption in our society as well as putting a complete end to the culture of aayaram and gayaram politics.

On July 23 last, a six-year-old girl was raped and left on the roadside near Daporijo, the district headquarters of Upper Subansiri. The victim was recovered with multiple cut injuries on her body. The alleged rapist named Pappu Kodal was arrested on the same day.

As many as rape and molestation of 14 minor girls in Green Valley English Medium School, Likabali came to light when some of the students managed to report the matter to police on August 27. The warden cum teacher and the principal of the school were arrested.

Awareness campaign by NABCONS at Abali Village

Correspondent

ROING, Oct 24: A district level awareness programme on schemes for development and strengthening of agriculture marketing infrastructure, grading and standardization was held at Abali Village on October 23 organized by NABCONS (NABARD Consultancy Services Pvt Ltd).

Kamal Roy, Assistant Project Manager, NABARD outlined the details of the programme by briefing the participants and the distinguished guests about the scheme.

The participants were briefed about the present agriculture marketing bottleneck which leads to wastage of food grains and horticulture products.

It was pointed out that there was ample scope for growth of both agriculture and horticulture products.

Roy stressed on post harvest management and how losses could be minimized with the help of proper grading, packaging, storage etc. The grading of produce based on color, size could fetch good price in the markets.

Due to bad storage practices, about 30% of the produce is destroyed resulting in losses to the farmers. In this context Roy cited the case of gunny bags and said that these should be replaced by plastics crates to increase the life of the products.

It was also pointed out that processing specially for products like ginger, pineapple and orange is very much required to prevent them from getting wasted due to communication and marketing bottleneck. The Central Government scheme in the present scenario can alleviate the scenario in a big way by bringing in marketing infrastructure in the state.

It is not the first time that it is out of order, hardly does the connectivity remains in service for a couple of days before breaking down again. Last year also, it obligated the public comprising of villagers, students, govt. employees and shopkeepers to come on the street and register their voice against poor BSNL services and negligence of concerned authorities for not taking any measures on 1st Oct, 2013. Even then concerned authorities didn’t pay any heed after serving 15 days ultimatum. That clearly shows negligence of authorities towards their duties and step mother treatment to the public of this area. If really the problem persisted then how come our neighbouring towns are getting connectivity?  Therefore we serve an ultimatum of 15 days w.e.f. 25th October, 2013 for immediate restoration of BSNL Network or else aggrieved public will take its own course of action.

2. REPLACEMENT OF EXISTING OUTDATED BTS SYSTEM /INSTALLTION OF SATELLITE SET – The existing outdated BTS system of Nampong exchange is one of the oldest models of communication system. Due to technical problem it frequently breaks down. Moreover the existing battery backup does not have sufficient capacity resulting in poor network. In the last memorandum submitted on 1st October, 2012, it was demanded for replacement of outdated BTS system and battery but it was hastily restored temporarily to pacify the public outrage. Thus, we appeal the concerned authorities to phase out such outdated equipment and replace it with new one for the greater interest of general public.

We lastly on behalf of all the public of Nampong area expect a suitable action from GM BSNL for betterment and welfare of the area.

Yours,

Samthai Mossang (President, Nampong Border Trade and Business association)

Slow process of justice encouraging crime

Dear Editor,

It seems that the people have got so acquainted with the law and order of our state that they don't feel afraid and are doing crimes every now and then. The slow process of delivering punishment might be encouraging them.

The heinous crimes like murder, kidnapping, rape and so on which we used to see/hear from other states is becoming a common crime in our state. The most heinous crime for me is rape as it becomes a bad dream which the victim have to face throughout their life. Despite passing of stringent laws passed this year by J.S Verma committee after DELHI GANG RAPE this crime is not mitigating. I think this is because of slow process of delivering punishment. I request our govt. to be very sensitive on this matter and give early punishment to the culprits so that this kind of filthy crime will not occur again and again as it is happening now.

Yours,

Jumnya Rina

India needs to understand China’s emotion

China on Tuesday blamed Tibetan spiritual leader Dalai Lama and his supporters for creating border problems between India and China. In a white paper issued just before Prime Minister Manmohan Singh landed in Beijing for three-day visit, China alleged that after the failure of their armed rebellion in 1959, Dalai Lama and his supporters fled abroad and began to harass China's borders for years.

The paper said the Tibetan leader's main purpose is to "overthrow the socialist system and the system of regional ethnic autonomy that is practiced in Tibet''. It added he wants "to rock the systemic foundations that have ensured the development and progress of Tibet''. This bold Chinese stand has confirm the earlier fear expressed by section of defense think thank that Beijing carries out incursion activities along LAC only to show their displeasure against India for giving shelter to Tibetan spiritual leader. If China really wanted to capture Arunachal Pradesh, they would have never accepted cease fire agreement in 1962 when Chinese were in advantage having run over Indian army at Tawang and Kibitho sector. For a harmonious border, China expects India to curb down anti-Beijing activities by Dalai Lama and his supporters. It’s time India also understands the sentiment of China and avoids hurting their emotion. The Tibetan refugees living in India are enjoying enormous freedom. However they should not be allowed to carry out any activities which may hurt the relation between two neighbour.
